The Hybrid Annuity Model (HAM) is a public-private project structure used for highway development in India. It combines public funding during construction with private financing and performance-linked payments after the road is built.

How the payment structure works

Under a HAM concession, the public authority contributes a defined share of the project cost during construction. The concessionaire arranges the remaining finance, delivers the road and takes responsibility for operations and maintenance over the agreed concession period. Annuity payments after construction are linked to the contract and performance conditions rather than depending only on traffic collections.

The exact payment schedule, indexation, milestones and maintenance obligations are set out in each project’s concession agreement. Developers and contractors should review the tender documents and contract terms for the project they are evaluating; the model name alone does not describe every commercial detail.

Why public authorities use HAM

Large roads need substantial capital before they can serve traffic. Sharing funding over construction and operation can help public authorities deliver projects while retaining a defined role in funding and oversight. Private participants take on financing, construction and maintenance responsibilities specified in the concession.

The EPC work beneath the financial model

The commercial structure does not remove the engineering challenge. Highway delivery still depends on design coordination, land and site readiness, procurement, quality control, safety systems, schedule management and work in live public environments.
